Arunachal to convert CM residence into state guest house
ITANAGAR, Jan 3: The Arunachal Pradesh government has decided to convert the official bungalow of chief minister into a state guest house soon.
The bungalow, situated at Niti Vihar area in the state capital, has earned moniker of 'haunted' building after former chief minister Kalikho Pul committed suicide on August 9 last year.
Barely two months later a staff of the bungalow was also found hanging from the ceiling of an adjoining room there.
"We are converting the bungalow into a state guest house. A decision has been already taken," deputy chief minister Chowna Mein said on Tuesday.
He also said that necessary renovations would be made soon, so that the guest house becomes functional in three to four months.
Mein said that as people consider it a 'haunted' building, the government would also organise some rituals in order to dispel doubts and hesitations.
"I think we will have to carry out some rituals in order to remove the doubts and fears," Mein added.
The construction of the state-
With a total plinth area of 2794.80 square meters, the estimated cost of the building was Rs 59.55 crore.
The project was executed by the state PWD and its design was prepared by the urban development department and chief architect of the town planning department.
A Guwahati-
The present building was constructed during Dorjee Khandu's regime after the previous building that was constructed in the early 1980s.
Dorjee Khandu took possession of the bungalow on November 14, 2009, after performing special pujas by Tibetan spiritual guru the Dalai Lama.
But Khandu was killed in a helicopter crash on April 30, 2011 and its next occupant Jarbom Gamlin who remained chief minister for only six months before he resigned died young at the age of 53 on November 30, 2014.
The next occupant Nabam Tuki too had a turbulent term.
First "removed" by a special session of the assembly in December 2015, he could not continue in office even after the apex court restored his office on July 13, 2016 as dissidents within the party replaced him by Pema Khandu four days later.
Tuki, however, had already vacated the bungalow when President's Rule was imposed in the state on January 26, 2016, with Kalikho Pul occupying it after he was sworn in as the chief minister on February 19, 2016.

Pema visits Wakka, assures prompt action for rehabilitation of fire victims
WAKKA, Jan 3: Chief Minister Pema Khandu has visited the fire devastated Wakka village along with Education Minister and local legislator Honchum Ngandam and state BJP President Tapir Gao on Tuesday.

families homeless in Wakka village in Longding district. A 70-
Pema, while speaking at a simple gathering of villagers at the courtyard of the Wakka Chief's residence (also turned in to a makeshift relief camp), solemnly condoled the death of an elderly woman in the tragedy and prayed Lord Buddha for eternal peace of the departed soul. Expressing his shock and grief over the fire tragedy, Khandu said the state government is aware of the loss that cannot be made up, no matter what the relief measures are. He also sought apologies for not being able to visit the village on December 30 as per scheduled.
Khandu, who was at Delhi at the time of the tragedy, had released Rs 59 lakhs from the Chief Minister's Relief Fund to the district administration for relief and rehabilitation measures.
He assured that whatever more is needed after completion of the assessment by the administration, the state government will promptly sanction it.
"Our government will not think twice to help the people of Wakka in rebuilding their lives," Khandu said.
The Chief Minister also lauded the NGOs and civil society bodies that voluntarily came in aid of the Wakka fire victims. He specifically appreciated the media fraternity of the state, AAPSU and APWWS for conducting donation camps and bringing people from all walks of life together to help Wakka fire victims.
Personally, Khandu also donated a sum of Rs 7 lakhs for relief and rehabilitation of the victims.
Honchum Ngandam, who represents the area in the legislative assembly, handed over the donations of Deputy Chief Minister Chowna Mein (Rs 2 lakhs) and Mukto legislator Jambey Tashi (Rs 1 lakh) to the local relief committee.
Earlier on arrival, the Chief Minister took stock of the relief materials reaching Wakka. He instructed the Circle Officer to personally monitor the rehabilitation process and get back to the government for any requirement.
Referring to the 'small' hiccup that his government had to encounter in the last few days, he said a stable government is now in place."Development is not possible without a stable government. Now when we have it...you can very well expect development to rush in," he said. Khandu asserted that for Tirap, Longding and Changlang districts times are going to change fast.
Go for institutional delivery: Governor to pregnant women
ITANAGAR, Jan 3: Governor V Shanmuganathan on Tuesday visited Tomo Riba Institute of Health & Medical Sciences in Naharlagun and distributed fruits and nutritious food to pregnant women.
Interacting with the expectant mothers, the Governor advised them to take care of their health for smooth and safe delivery.
"They should regularly check their haemoglobin percentage, get themselves vaccinated and have institutional delivery. The delivery must be followed by timely immunization," Shanmuganathan said.
The Governor also advised them not to differentiate between male and female child. He said that instead of gender reservation, they should ensure that the child receives best of the healthcare so that he or she becomes a good and responsible citizen tomorrow.
Minister for Health and Family Welfare Jomde Kena briefed the governor on the overall health scenario of the State.
Interacting with the doctors of the Hospital over a high tea on the occasion, the Governor exhorted them to render their services with sincerity and dedication. He requested them to pay equal attention to widows and destitute, uneducated, poor patients.
The Governor advised the doctors to take care of every patient as God or very important person. Doctors have the opportunity to perform the work of the God. Doctors should understand the pains and problems of the patients. Serve every patient with the true spirit of service, the Governor exhorted.
Later, Shanmuganathan visited the Cancer Centre in the Institute's complex and appreciated the efforts of doctors and senior officials.

The locals with help of Wildlife Department have not only banned hunting of hornbills but are also protecting their nest in the Reserve forest outside the wildlife sanctuary. Because of such commitments, Pakke Tiger Reserve has become one of the best park in the country to see and study these birds.

ITANAGAR, Jan 3: The political event of last few days has been fast and furious. A press statement from People's Party of Arunachal (PPA) informing temporary suspension of Chief Minister Pema Khandu and Deputy Chief Minister Chowna Mein along with 5 other legislators which appeared in local dailies on December 30 sent shock wave among the people of state. As the citizens of state were gearing up for New Year celebration, the news of another political uncertainty worried everyone. Subsequently, within no time news started pouring in that Palin MLA Takam Pario has emerged as front runner to replace Pema Khandu as Chief Minister.
BJP immediately held a Press Meet and threw the weight behind Khandu. This turned out to be game changer as majority of MLAs who had initially supported Pario backed off and went back to Khandu camp.
"Everybody wants money and right now BJP who is in power at Centre can provide money. So naturally MLAs went back to Khandu camp. Also Pario's camp did not do proper home work before starting the rebellion. They did not set proper terms and conditions with MLAs and there was no personal mobilization," said a source, who closely followed the event.
The rebellion against Pema Khandu started around October and most of the initial members consisted of former Chief Ministers Kalikho Pul and Nabam Tuki loyalists.

The joining of 33 PPA and 2 Congress MLAs in BJP has been welcomed with mixed emotion by the party leaders and workers. While state leaders like MoS Home Kiren Rijiju, party president Tapir Gao and Minister Tamiyo Tago have played a crucial role in facilitating the joining, the grassroot workers and party functionaries are slightly skeptical.
"We have been in party since last many years but now we don't know who will be given party ticket in next election. Now senior Congress leaders will become senior BJP leaders. We hope party will take care of the 'original' workers," said a BJP leader who contested 2014 assembly election and lost to then Congress candidate. Also, BJP is believed to be worried about case filed by APCC in Gauhati High Court against merger of Congress MLAs into PPA and a PIL filed against appointment of parliamentary secretaries in the High Court. "BJP strongly backed Delhi High Court order of quashing appointment of 21 parliamentary secretaries in Arvind Kejriwal government. Infact they played a crucial role by extending support to the NGO which had filed the case. Now when a person has filed a case in Gauhati High Court against appointment of PS, the BJP is deeply worried about its stand," said a source. It is also believed that there is still a trust deficit between Chief Minister Pema Khandu, BJP high command and RSS which plays a crucial role in decisions making.
While talking to this daily BJP President Tapir Gao claimed that Pema Khandu government will be a stable one. "Pema will be Chief Minister of Arunachal beyond 2019. Under him we will give corruption free government with the guidance of Prime Minister Narendra Modi. BJP central leader has accepted him with the hope of providing stable Govt after the political turmoil of last two year," said Gao.

Arunachal Pradesh Congress Committee (APCC) President Padi Richo mocked BJP for allowing the joining of 'corrupted’ Congress MLAs. "When these MLAs were with Congress, the BJP alleged that they are corrupted. It looks like BJP has given them holy cleansing at River Ganga so that there sin due to corruption is washed away. We have been saying from the beginning that BJP is behind dissidence against our Congress government led by Nabam Tuki and finally we have been proven true," said Richo.
He also claimed that party will come out stronger from the present crisis. "People of Arunachal will definitely respect leader like Nabam Tuki and others who has remained loyal to the party. Congress was never a corrupted party but some individual gave us that tag. But now we are freed from them. We will reach out to grassroot workers and take party back to top," added Richo.
There is no denying that in the present political battle Pema Khandu has emerged as champion but nobody has any idea how long will this government remain stable?
Corps Commander calls on Governor

NES, Pario mourn death of entrepreneur
ITANAGAR, Jan 3: The Nyishi Elite Society (NES) has deeply mourned the demise of Techi Lama, former chairman, Arunachal Pradesh Mineral Development & Trading Corporation Ltd (APMD&TC Ltd.) who breathed his last in the wee hours on Jan 2, near Papu Nallah while on way to Delhi due to cardiac attack.
In a release on Tuesday, NES President, Bengia Tolum recalled Lama as one of the most progressive businessmen of the Nyishi community and the state.
'Lama lost his father at a young age. He gave up his studies in 1995 and ventured into entrepreneurship in 1997.
His death has created a large vacuum in the community and caused irreparable loss to the Nyishi community in particular and state as whole', said Bengia Tolum and prayed to the Almighty for the eternal peace of the departed soul.

Fire destroys house, MLA distributes relief materials

Violation of DPR in road work alleged
ITANAGAR, Dec Jan 3: The Mara Youth Welfare Association under Taliha circle in Upper Subansiri district has alleged gross violation of detail project report (DPR) and poor quality of works in construction of road from BRTF road to Heya Mara via Poda Mara and Merring Mara under Taliha circle. In a representation submitted to Chief Secretary here, the association alleged that work has not been executed as per the DPR.
The total length of the road is 8.55 km, but the work executed covering only a distance of 3 km, the association alleged adding that formation cutting of road was also done covering a distance of hardly 0.5 km out of total length of 2.85 KM which required formation cutting.
The association further claimed that as per the DPR, a bridge has to be built between Mo Mara and Merring Mara at the cost of Rs 70,80,397. However, it is yet to be started.
The association sought the Chief Secretary's intervention and appealed for stringent action against the officials involved in it.
It also demanded that all officials including Junior Engineer, Assistant Engineer and Executive Engineer of the project should not be transferred out till the inquiry is completed. The association also clarified that it has no ill intention to interrupt the ongoing project by lodging complaint rather to check the quality works.

for CRS twice a year from all eligible applicants in the country. According to the
ministry, the cost of establishment of a CRS is Rs. Fifteen Lakhs for which fifty
percent subsidy was granted earlier. Recently, the Minister of I&B Venkaiah Naidu
announced that the subsidy amount for North-

Details of projects and other technical guidance can be obtained from the Ministry of I&B. According to the provisions of CRS scheme, income generated from operating the project can only be utilized for upgradation of infrastructure of the station and improvement of its services. The possible revenues sources in the case of Arunachal Pradesh would be from business communities through advertising, district administrations and various state government and Public Sector Undertakings. The rate of advertisement is also fixed by the ministry. Apart from this, Directorate of Advertising and Visual Publicity (DAVP) under Ministry of I&B extends support to such stations through advertising in an effort to promote such social communication projects in the country.
Role of CRS: In Arunachal Pradesh, some district headquarters and the capital complex region can be feasible locations for starting CRS projects. Community Radio Stations are the most democratic form of media available as these are intended to give voice to the marginalized sections of the society through their active involvement in the entire process. Airwaves are available free and every community has limitless scope for communication and entertainment.
Community Radio Stations can greatly help in providing a fillip to local music field, both folk and modern, for which presently All India Radio serves as the popular medium. It can trigger hidden creative talents of local artists and musicians and help in harnessing such creative talents for productive social activities.
Another prospective service of CRS is opening up of communication facilities to a wider public through their active involvement at local levels on various social and developmental subjects concerning their daily life. Let us take one about ' success' & 'problems' which are closely interlinked. Yes; Just because; Everybody wants to be successful in life! Obviously, who does not want to be one ? But all people can't succeed as desired. Also people have problems too. Take, what is the secret ingredient of successful people that enables them to succeed ? Why do they survive the difficult times while others are overcome by them? Why do they win when others lose? Why do they soar while others sink ?
The answer, of course is not very simple. But, it's all in how they perceive
& approach their problems.They look at problems realistically & practically. And
they understand the main principles that pertain to all problems. Just ponder & we
all do admit that every living human being has each with problems. No body has any
exeption, may he be the most powerful in the planet. Just lets take you as one

And countless people have jobs they don't like. They are giving service to unhappiness. They just work to live rather than live to work. They hate their jobs. They drag their feet getting to office or to workshop or factory. And once they are in office, they devote a great deal of their time to only negative thoughts. They focus on the unenjoyable aspects of their jobs.
And yet another kinds of people think their problems stem from the fact that
they have to report to a boss. Boss is always a boss; he rarely listens to everybody

Well then, what is the answer ? Retirement ? How many people long to reach 58 or 62 years or appropriate tenure for superannuation? With the planning for the day so that they could lie in the sun, take each day as it comes, be accountable to no one ; and still have money to live a comfortable life? Sounds like a bliss ? Its, not at all, really. Retired people also have their problems. Many are bored, just feel as spent force. Few even become depressed soon after retiring, because they no longer feel productive or useful. Most of them actually wish they could be back at work.

After assuming the charge of office, Tatak assured to give priority on transparent and clean administration. Time to reward people
The year 2017 has started exactly the same way the year 2016 ended. Arunachal witnessed major political turmoil in the beginning of 2017 just like it witnessed in beginning of 2016. Just as people of state started to believe that finally political uncertainty is over, the politicians gave us huge New Year shock. Rebellion within the rank of PPA and subsequent merger of 33 PPA MLAs into BJP jolted the state.
Chief Minister Pema Khandu managed to survive the major political storm and in the process has emerged as stronger leader. He has scored major political victory and the people of Arunachal will be hoping that finally there will be some stability. Unless there is a stable government there will be no good governance. Ordinary citizens are really feed up of the constant political turmoil. Lot of time has been wasted and it’s time to really focus on the developmental aspects. Now that there is a BJP government, the central fund should not be an issue for the government of Arunachal. The people of Arunachal has paid heavy price for the political game played by various players over the last two year. It’s time BJP reward people by ushering in new era of development in Arunachal.

Dear Editor,
Firstly thanks to department of Secondary education for clarifying the confusion
of 1:3 ratio issue of PGT/TGT exam. It is my personal experience that APST interview
Board members try to show favor to candidate of their own community. They also try
to argue with the candidate of other tribe so that his/her impression is spoiled.
Then being local they also try to show attitude to the candidates. So I appeal to
the concerned department to engage Non-
One wrong teacher can spoil the whole life of student, hence we hope that department will not play with the life of student and selection will be only on the basis of merit without any kind of interference.
