Arunachal to convert CM residence into state guest house

ITANAGAR, Jan 3: The Arunachal Pradesh government has decided to convert the official bungalow of chief minister into a state guest house soon.

The bungalow, situated at Niti Vihar area in the state capital, has earned moniker of 'haunted' building after former chief minister Kalikho Pul committed suicide on August 9 last year.

Barely two months later a staff of the bungalow was also found hanging from the ceiling of an adjoining room there.

"We are converting the bungalow into a state guest house. A decision has been already taken," deputy chief minister Chowna Mein said on Tuesday.

He also said that necessary renovations would be made soon, so that the guest house becomes functional in three to four months.

Mein said that as people consider it a 'haunted' building, the government would also organise some rituals in order to dispel doubts and hesitations.

"I think we will have to carry out some rituals in order to remove the doubts and fears," Mein added.

The construction of the state-of-the-art building which was started during 2007-08 was completed in the year 2009-10.

With a total plinth area of 2794.80 square meters, the estimated cost of the building was Rs 59.55 crore.

The project was executed by the state PWD and its design was prepared by the urban development department and chief architect of the town planning department.

A Guwahati-based Vaastu expert, who had inspected the bungalow during Nabam Tuki's tenure had found some "errors" in its lay-out and had suggested certain changes including shifting the water-source from the existing south-west location to the north-east.

The present building was constructed during Dorjee Khandu's regime after the previous building that was constructed in the early 1980s.

Dorjee Khandu took possession of the bungalow on November 14, 2009, after performing special pujas by Tibetan spiritual guru the Dalai Lama.

But Khandu was killed in a helicopter crash on April 30, 2011 and its next occupant Jarbom Gamlin who remained chief minister for only six months before he resigned died young at the age of 53 on November 30, 2014.

The next occupant Nabam Tuki too had a turbulent term.

First "removed" by a special session of the assembly in December 2015, he could not continue in office even after the apex court restored his office on July 13, 2016 as dissidents within the party replaced him by Pema Khandu four days later.

Tuki, however, had already vacated the bungalow when President's Rule was imposed in the state on January 26, 2016, with Kalikho Pul occupying it after he was sworn in as the chief minister on February 19, 2016.

The present Chief Minister Pema Khandu stays at his private residence. PTI

Pema visits Wakka, assures prompt action for rehabilitation of fire victims

WAKKA, Jan 3: Chief Minister Pema Khandu has visited the fire devastated Wakka village along with Education Minister and local legislator Honchum Ngandam and state BJP President Tapir Gao on Tuesday.

On December 22, at least 52 houses were reduced to ashes rendering more than 100 families homeless in Wakka village in Longding district. A 70-year-old woman, Bangman Gangsa, died in the inferno while properties lost and damaged are still being assessed by the district administration.

Pema, while speaking at a simple gathering of villagers at the courtyard of the Wakka Chief's residence (also turned in to a makeshift relief camp), solemnly condoled the death of an elderly woman in the tragedy and prayed Lord Buddha for eternal peace of the departed soul. Expressing his shock and grief over the fire tragedy, Khandu said the state government is aware of the loss that cannot be made up, no matter what the relief measures are. He  also sought apologies for not being able to visit the village on December 30 as per scheduled.

Khandu, who was at Delhi at the time of the tragedy, had released Rs 59 lakhs from the Chief Minister's Relief Fund to the district administration for relief and rehabilitation measures.

He assured that whatever more is needed after completion of the assessment by the administration, the state government will promptly sanction it.

"Our government will not think twice to help the people of Wakka in rebuilding their lives," Khandu said.

The Chief Minister  also lauded the NGOs and civil society bodies that voluntarily came in aid of the Wakka fire victims. He specifically appreciated the media fraternity of the state, AAPSU and APWWS for conducting donation camps and bringing people from all walks of life together to help Wakka fire victims.

Personally, Khandu  also donated a sum of Rs 7 lakhs for relief and rehabilitation of the victims.

Honchum Ngandam, who represents the area in the legislative assembly, handed over the donations of Deputy Chief Minister Chowna Mein (Rs 2 lakhs) and Mukto legislator Jambey Tashi (Rs 1 lakh) to the local relief committee.

Earlier on arrival, the Chief Minister took stock of the relief materials reaching Wakka. He instructed the Circle Officer to personally monitor the rehabilitation process and get back to the government for any requirement.

Referring to the 'small' hiccup that his government had to encounter in the last few days, he said  a stable government is  now in place."Development is not possible without a stable government. Now when we have it...you can very well expect development to rush in," he said. Khandu asserted that for Tirap, Longding and Changlang districts times are going to change fast.

Pakke Paga Festival from Jan 16

ITANAGAR, Jan 3: The Pakke Paga Festival at Seijosa--the only wildlife conservation based festival of the state-will be celebrated from January 16 to 18, 2017.

Pakke Paga festival is an annual festival celebrating the efforts put by local communities residing around the Pakke-Nameri Tiger Landscape encompassing both the state of Arunachal and Assam led by the Nyishi communities of Seijosa.

Chief Minister Pema Khandu has sanctioned Rs 10 lakh for celebration of the festival, the festival organizing committee informed in a release.

The conservation efforts of Pakke Tiger Reserve's management along with support from local Nyishi community around Pakke Tiger Reserve in East Kameng district has resulted in Pakke becoming known as a safe haven for Hornbills and other wildlife.  The locals with help of Wildlife Department have not only banned hunting of hornbills but are also protecting their nest in the Reserve forest outside the wildlife sanctuary. Because of such commitments, Pakke Tiger Reserve has become one of the best park in the country to see and study these birds.

Hornbills being "farmers" of Pakke Tiger Reserve, has also significant cultural values to locals,

so was agreed upon as mascot to represent wild denizens' of Pakke Tiger Reserve to spread the message for their protection and conservation.

Of the five species of Hornbill that found in Arunachal Pradesh, the Pakke Tiger Reserve has four species of hornbill that are Great Indian hornbill, wreathed Hornbill, Oriental pied Hornbill and rufous neck hornbill.

Battery-powered fence to prevent man-elephant conflict

[ Prafulla Kaman ]

RUKSIN, Jan 3: The officials of Pasighat Forest Division in East Siang district has proposed for installation of battery-powered electric fence to prevent man-elephant conflict in villages close to Poba Reserve Forest (RF).

Ruksin Forest Range Officer Y. Potom  has submitted a proposal to Divisional Forest Officer (DFO), Pasighat seeking his initiative for installation of power fence to prevent man-elephant conflict in areas close to the Reserve Forest.

"We are planning installation of battery-powered electric fence (battery operated shock-string) at vulnerable locations at Ruksin, Pasighast and Mebo areas for prevention of wild elephant disturbances. We are all set to submit the schemes to higher ups of forest department for sanctioning in next financial year," said Pasighat DFO (T) Tabang Jamoh.

Jamoh informed that there was a elephant corridor linking Dibru Saikhowa, Poba RF (Assam part), Daying Ering Wildlife Sanctuary and Mebo jungles, wherein the elephant herd visits every year in search of food.

"The man-elephant conflict in this region is on increasing trend due to gradual destruction of elephant habitat and food crisis", said the forest official.

The villagers of Lingka, Mangnang and Baro-Mile living close to Poba Reserve Forest (RF) in East Siang have been demanding the forest department to take effective measure to drive away the herd of wild elephant from the area. They are also demanding the authority to pay compensation against the crops damaged by the jumbos.

The wild tuskers come out from Poba RF in search of food, are causing extensive damage to standing crops and other properties in fringe villages and thereby incurred heavy losses to the rural farmers for the last few years.

This year too, a herd of 13-14 wild elephants created havoc in rural areas and created massive disturbance at Lingka and Magnang villages and Leku-Jelom paddy fields (Assam) during November.

The forest officials of Ruksin range reportedly took some remedial measures to drive away the elephant herd, but their temporary measures could not console the sufferers.

The villagers have demanded forest authority to chalk out permanent solution measure like erection of EB fencing (Shock-wire) project covering reserve forest boundary at fringe villages and ensure protection of lives and properties from the wild elephant menace.

It may be mentioned that Forest department of Assam has implemented Shock-Wire project at Poba RF (Lower portion) to prevent elephant havoc in the fringe villages in Assam.

Pema survives fresh political turmoil as PPA move foiled

[ Taba Ajum ]

ITANAGAR, Jan 3: The political event of last few days has been fast and furious. A press statement from People's Party of Arunachal (PPA) informing temporary suspension of Chief Minister Pema Khandu and Deputy Chief Minister Chowna Mein along with 5 other legislators which appeared in local dailies on December 30 sent shock wave among the people of state. As the citizens of state were gearing up for New Year celebration, the news of another political uncertainty worried everyone. Subsequently, within no time news started pouring in that Palin MLA Takam Pario has emerged as front runner to replace Pema Khandu as Chief Minister.

BJP immediately held a Press Meet and threw the weight behind Khandu. This turned out to be game changer as majority of MLAs who had initially supported Pario backed off and went back to Khandu camp.

"Everybody wants money and right now BJP who is in power at Centre can provide money. So naturally MLAs went back to Khandu camp. Also Pario's camp did not do proper home work before starting the rebellion. They did not set proper terms and conditions with MLAs and there was no personal mobilization," said a source, who closely followed the event.

The rebellion against Pema Khandu started around October and most of the initial members consisted of former Chief Ministers Kalikho Pul and Nabam Tuki loyalists.

While PPA claimed that they took action against Pema Khandu and six other for anti-party activities, the actual reason is believed to be different. "We had prior information that CM Khandu has been hobnobbing with BJP leaders like Tapir Gao, Tamiyo Taga, Amit Shah, Kiren Rijiju and Ram Madhav preparing the ground to join BJP. But majority of PPA MLAs opposed such move and therefore we initiated action against CM and other legislators. We still believe that what we did was in the best interest of party and state. We are exploring all the legal option regarding the so called merger of MLAs into BJP," said PPA President Kahfa Bengia.

However, it is alleged that rebellion broke out due to other reasons. "Those who missed out of cabinet and other important posts in the Khandu regime started the rebellion. Also tribe and religious equation played an important role. Some of the MLAs resented over how important posts in the present government were given to people hailing from certain religious group," shared a source.

The joining of 33 PPA and 2 Congress MLAs in BJP has been welcomed with mixed emotion by the party leaders and workers. While state leaders like MoS Home Kiren Rijiju, party president Tapir Gao and Minister Tamiyo Tago have played a crucial role in facilitating the joining, the grassroot workers and party functionaries are slightly skeptical.

"We have been in party since last many years but now we don't know who will be given party ticket in next election. Now senior Congress leaders will become senior BJP leaders. We hope party will take care of the 'original' workers," said a BJP leader who contested 2014 assembly election and lost to then Congress candidate. Also, BJP is believed to be worried about case filed by APCC in Gauhati High Court against merger of Congress MLAs into PPA and a PIL filed against appointment of parliamentary secretaries in the High Court. "BJP strongly backed Delhi High Court order of quashing appointment of 21 parliamentary secretaries in Arvind Kejriwal government. Infact they played a crucial role by extending support to the NGO which had filed the case. Now when a person has filed a case in Gauhati High Court against appointment of PS, the BJP is deeply worried about its stand," said a source.  It is also believed that there is still a trust deficit between Chief Minister Pema Khandu, BJP high command and RSS which plays a crucial role in decisions making.

While talking to this daily BJP President Tapir Gao claimed that Pema Khandu government will be a stable one. "Pema will be Chief Minister of Arunachal beyond 2019. Under him we will give corruption free government with the guidance of Prime Minister Narendra Modi. BJP central leader has accepted him with the hope of providing stable Govt after the political turmoil of last two year," said Gao.

Asked about corruption charge against CM Khandu who has been named in the multi-crore PDS scandal, Gao said people should not be judged on past issue and that law will take its own course of action. He also said that state government will seek guidance of Centre while dealing with parliamentary secretary issue. Lastly Gao said with forming of BJP government in Arunachal, they have taken another step towards their goal of Congress-free India.

Arunachal Pradesh Congress Committee (APCC) President Padi Richo mocked BJP for allowing the joining of 'corrupted’ Congress MLAs. "When these MLAs were with Congress, the BJP alleged that they are corrupted. It looks like BJP has given them holy cleansing at River Ganga so that there sin due to corruption is washed away. We have been saying from the beginning that BJP is behind dissidence against our Congress government led by Nabam Tuki and finally we have been proven true," said Richo.

He also claimed that party will come out stronger from the present crisis. "People of Arunachal will definitely respect leader like Nabam Tuki and others who has remained loyal to the party. Congress was never a corrupted party but some individual gave us that tag. But now we are freed from them. We will reach out to grassroot workers and take party back to top," added Richo.

There is no denying that in the present political battle Pema Khandu has emerged as champion but nobody has any idea how long will this government remain stable?

Community Radio Station:  An emerging social communication platform

[ Obang Tayeng ]

Introduction: Among all present media categories such as print, electronic  and other social media tools, Community Radio Station has maximum potential to grow along with the growth in socio-economic sector in our country. Presently, about two hundred Community Radio Stations are functioning in India and according to some experts, the number could increase to about four thousand stations by 2020!

Community Radio Stations came into existence in the country when government of India approved a policy for grant of licenses for setting up stations for well-established educational institutions in 2002.  The policy has further been broad-based by bringing in 'Non-profit' organizations etc under its ambit to enable greater participation of the civil society on issues relating to development and social change.

Objective: Community Radio Stations are small radio stations with 50W FM Transmitter in 1+1 rack Single or Single Transmitter equipment with self-supported Transmitter Tower upto 30 metre height. Under the present law, they are to be run by Non-Government Organisations, reputed educational institutes such as universities, Krishi Vigyan Kendras, research institutes etc. The objective are giving voice to the voiceless sections of the society and democratizing communication on a community scale. Briefly, following are basic objectives of CRS:

Providing access to information to villagers, creating radio enabled literacy programs, providing a platform to students and the community at large to exploit the potential of this creative media, creating research oriented programs in sciences, technology, humanities and social sciences, social development of the area by focusing on relevant social issues, creating programs on Health Care, Counseling, Vocational Training, Environment etc and beginning the process of creating a virtual audio repository of the Institute and its people in the form of a verbal history.

How to start a CRS: The Ministry of Information and Broadcasting invites applications for CRS twice a year from all eligible applicants in the country. According to the ministry, the cost of establishment of a CRS is Rs. Fifteen Lakhs for which fifty percent subsidy was granted earlier. Recently, the Minister of I&B Venkaiah Naidu announced that the subsidy amount for North-Eastern States would be increased to ninety percent.  The remaining ten percent would have to be borne by the concerned license holders. Details of the scheme can be downloaded from the Ministry's official website www.mib.nic.in

Feasibility and Revenue Model:  Interested applicants working with NGOs and authorities of reputed educational institutes can conduct preliminary survey for the localities and places in which they contemplate to set up the project. Details of projects and other technical guidance can be obtained from the Ministry of I&B.  According to the provisions of CRS scheme, income generated from operating the project can only be utilized for upgradation of infrastructure of the station and improvement of its services. The possible revenues sources in the case of Arunachal Pradesh would be from business communities through advertising, district administrations and various state government and Public Sector Undertakings. The rate of advertisement is also fixed by the ministry. Apart from this, Directorate of Advertising and Visual Publicity (DAVP) under Ministry of I&B extends support to such stations through advertising in an effort to promote such social communication projects in the country.

Role of CRS: In Arunachal Pradesh, some district headquarters and the capital complex region can be feasible locations for starting CRS projects. Community Radio Stations are the most democratic form of media available as these are intended to give voice to the marginalized sections of the society through their active involvement in the entire process. Airwaves are available free and every community has limitless scope for communication and entertainment.

Community Radio Stations can greatly help in providing a fillip to local music field, both folk and modern, for which presently All India Radio serves as the popular medium. It can trigger hidden creative talents of local artists and musicians and help in harnessing such creative talents for productive social activities.

Another prospective service of CRS is opening up of communication facilities to a wider public through their active involvement at local levels on various social and developmental subjects concerning their daily life. Besides, both local administration and the respective state governments can reach out to people through these centers more effectively. (The Writer is a DIPR)

2017-  A  Beautiful Mirage !

[ Dr  Hage Tabyo ]

Its now just a couple of days or so , coming out of hangover from  celebrations! The 31st December 2016 has just gone by. So we had our own  sweet ways of celebrating the  'Good bye -2016 ' party by the ticking of clock minutes away  from new calendar date of the grand New Year. And the new year starting with the 1st January 2017 in  the shape of a bright sunny day, has just been greeted a few days ago; seemingly a good omen . May or may not be a lady luck for us. For the year 2017  has heralded with a high expectation. Right?  Yes!  Its so good to be with new days  of the new year & all we have a new & fresh mood too. Just minutes before its arrival, we had given a heady  kick to the whole body  of 2016 from behind, with a happy assumption that all our problems of the past year be forgotten right away. We shall hope to see only the beauties & niceties of all sorts in the horizon in front of  this new year 2017.

But, dear  friends ! See, we have also  remnants  of our unfinished business & programmes. I think the Year 2016 has so far  been  'year of  the most  Unpredictables'. Just take the case for an instance of  our dear Nation's popular 'demonetisation' hallabulo, or our dear state of Arunachal's political 'Fashion show' agenda, of  the most spell-bound  dress change over- Govt. formation thrice a year or even more so, more  frequent than that of one beauty Queen changes her dress in a day.

But, let us  not discuss about yesterday's or even today's problems and agonies of ours, may it be that of state or of the nation. For now lets forget about it all as we are still in the New Year  celebration mood. Amidst  the New year's happy moods, lets talk about something else. But, we can't be all the time enjoy &  in the sober & party moods. Let us talk about something we have an interest & concern. Let us take one about  ' success' & 'problems' which are closely interlinked.  Yes; Just because;  Everybody wants to be successful in life! Obviously, who does not want to be one ? But all people can't succeed as desired. Also people have problems too. Take, what is the secret ingredient of successful people that enables them to succeed ? Why do they survive the difficult times while others are overcome by them? Why do they win when others lose? Why do they soar while others sink ?

The answer, of course is not very simple. But, it's all in how they perceive & approach their problems. They look at problems realistically & practically. And they understand the main principles that pertain to all problems. Just ponder & we all do admit that every living human being has each with problems. No body has any exeption,  may he  be the most powerful in the planet. Just lets take you as one - an example. What is your problem ? Are you an unemployed?  If so, you might think that a job would solve all your problems. The truth is that employed people too have problems. Most people who have jobs complain about the fact that they have to go to work from Monday to Friday, from the morning to evening; five days a week, 22 days a month. They eat & drink mechanically, not in  a way they would like to. They are only driven by their office schedules. There is no freedom of their own or family's interest. Moreover, their monthly salary is never enough for extra expenses & future savings.

And countless people have jobs they don't like. They are giving service to unhappiness. They just work to live rather than live to work. They hate their jobs. They drag their feet getting to office or to workshop or  factory. And once they are in office, they devote a great deal of their time to only negative thoughts. They focus on the unenjoyable aspects of their jobs.

And yet another kinds of people think their problems stem from the fact that they have to report to a boss. Boss is always a boss; he rarely listens to everybody & not amiable- they think. They falsely assume that they would be happier if they could be self-employed. Its true that they might find more enjoyment in such a working arrangement, but self-employed people  have still  more problems than those who work for others. They have to be concerned about employee relationships & managing personnel for maximum productivity. So, you would prefer to work for a boss ? You may think so, but in reality you' re probably not. Chances are he is working for you. Hence, everybody has got problems- the employer as well as the employee.

Well then, what is the answer ? Retirement ? How many people long to reach 58 or 62 years or appropriate tenure for superannuation? With the  planning for the day so that  they could lie in the sun, take each day as it comes, be accountable to no one ; and still have money to live a comfortable life? Sounds like a bliss ? Its, not at all, really. Retired people also have their problems. Many are bored, just feel as spent force. Few even become depressed soon after retiring, because they no longer feel productive or useful. Most of them actually wish they could be back at work.

Now let us take, of successful people ! Surely they are exempt from problems - some of them may think. Right ? or wrong !  Actually, the contrarary is true; for success does n't eliminate problems, rather it creats new ones. Imagine, you are rich enough to hire cleaning people and custodians to do all the jobs you hate. Sound wonderful?  Not really.

I have few friends who are super wealthy. They have countless properties worth - may be millions.  They have servants from the other states only to carry out their multiple works. They hate own relatives working for them, as they feel these people  do demand their share from huge profits sometimes. Hence no relatives of theirs like these millionaires either. As is the ultimate ambition of the most rich  people, they aspire to plunge into the electoral power politics, but they are unfit in this count too as they have no own people's support base. In few instances of local rites performed at their homes, no close relatives turn up where they are required. Such are their problems.

The point is clear; Nobody is free from problems. A problem free life is just an illution- a Mirage  in the  desert. It is dangerously deceptive perception, which can mislead, blind and distract. To pursue a problem free life is to run after an elusive fantasy; it is simply a  waste of  mental & physical  energy. For every human being has problems. Accept that fact and move on in life ahead. (Dr  Hage Tabyo is a Retired Director, Family Welfare., Govt. of A.P.)

Time to reward people

The year 2017 has started exactly the same way the year 2016 ended. Arunachal witnessed major political turmoil in the beginning of 2017 just like it witnessed in beginning of 2016. Just as people of state started to believe that finally political uncertainty is over, the politicians gave us huge New Year shock. Rebellion within the rank of PPA and subsequent merger of 33 PPA MLAs into BJP jolted the state.

Chief Minister Pema Khandu managed to survive the major political storm and in the process has emerged as stronger leader. He has scored major political victory and the people of Arunachal will be hoping that finally there will be some stability.  Unless there is a stable government there will be no good governance. Ordinary citizens are really feed up of the constant political turmoil. Lot of time has been wasted and it’s time to really focus on the developmental aspects. Now that there is a BJP government, the central fund should not be an issue for the government of Arunachal. The people of Arunachal has paid heavy price for the political game played by various players over the last two year. It’s time BJP reward people by ushering in new era of development in Arunachal.

Misplace priorities

Dear Editor,

Misplaced priorities and criminal negligence towards passenger safety are causing one rail accident after another. What an irony that while the Ahmedabad - Mumbai, Bullet train project will cost more than Rs.1 lakh crore; financial constraints hinder track renewal, replacement of coaches, modernisation of signalling systems and recruitment of personnel in the Indian Railways. Given most of the railway tracks need immediate replacement/ maintenance, how can railway afford such a luxury? Why on earth have we been taken for a (Bullet) ride?

Let the best candidate get selected

Dear Editor,

Firstly thanks to department of Secondary education for clarifying the confusion of 1:3 ratio issue of PGT/TGT exam. It is my personal experience that APST interview Board members try to show favor to candidate of their own community. They also try to argue with the candidate of other tribe so that his/her impression is spoiled. Then being local they also try to show attitude to the candidates. So I appeal to the concerned department to engage Non-APST as interview member for viva-voice of PGT/TGT.

One wrong teacher can spoil the whole life of student, hence we hope that department will not play with the life of student and selection will be only on the basis of merit without any kind of interference.

Yours,

Taru Tapa
